Consultation with Airspace Users

Consultation with Airspace Users As the first step towards adopting a national performance plan, a consultation with airspace users took place in Croatia Control (CCL) on August 19, 2019, where a 5-year performance plan was successfully presented to the users, along a transparent cost and investment overview and a future service level as expected within that period.
 
The consultation was held according to the Commission Implementing Regulation (EU) 2019/317 laying down a performance and charging scheme in the single European sky.
 
Namely, according to the Regulation, the Republic of Croatia has to draw up a national performance plan for the next 2020-2024 reference period (RP3).
 
The performance plan, which was drawn up by the Croatian Civil Aviation Agency (CCAA) on behalf of the Republic of Croatia and which will be submitted to in September and reviewed by the European Commission, includes the operation of CCL, CCAA, and search and rescue cost, described through key performance indicator targets (safety, environment, capacity, and cost efficiency).
 
The representatives of Lufthansa, Croatia Airlines, Emirates, Aeroflot, and the International Air Transportation Association participated in the consultation, as well as representatives of the Croatian Ministry of the Sea, Transport and Infrastructure, and representatives of the Croatian Air Traffic Controllers' Union and the Performance Review Body on behalf of the European Commission as observers.
